General Rules


  1. The Association shall be called the Northumberland Schools' Football Association.
  2. The object of the Association shall be the mental, moral and physical development of school children through the medium of Association Football.
  3. The Association will promote and govern the game of Association rootball within its area according to the rules of the Football Association Limited, and as modified and adapted for school purposes by the English Schools' Football Association to which this Association shall be affiliated.
  4. Membership shall be open to all properly constituted Schools' Football Associations within the Local Education Authorities of Newcastle, North Tyneside and Northumberland and which are affiliated with the E.S.F.A.
  5. The membership fee shall be £15 for Associations providing football for all recognised age ranges and £10 for Associations providing football for Primary and/or Middle School age ranges only.
  6. Life membership of the Association may be conferred on any retiring Executive Committee member who has served on the Executive Committee for a period of not less than 15 years.
  7. The Officers of the Association shall be Chairman, Vice-Chairman, Hon. Secretary, Hon. Treasurer, Child Welfare Officer, Hon. Minuting Secretary and the immediate past Chairman.
    The Chairmanship shall be held for two years at the end of which the Vice- Chairman shall succeed to office unless there are exceptional circumstances which members at the AGM wish to consider. Other officers shall be elected annually. The Officers of the Association shall be elected and the team managers of the Association teams ratified by the General Council operating through the Annual General Meeting, which shall be open to all qualified teachers involved in schools' football. Voting representation shall be as follows:-

    (a) Representatives of member associations according to the number of affiliated schools within their Association on the following scale:

    Over 60 12

    Officers of the Association shall be members of the General Council of the association ex-officio and need not be the elected representatives of a member Association.
    (b) The Officers of the Association.
    (c) The regional Council member of the E.S.F.A.
    (d) The County team managers and assistants (under rule 15).
    (e) Former Chairmen of the Association who are still serving teachers.
    (f) Life members.
    (g) The referees' representative (under rule 15). The auditors of the Association shall be invited to attend.
  8. The A.G.M. of the Association shall be held in June. The Hon. Secretary shall give at least 14 days notice to all affiliated Associations together with the agenda for the meeting. Each voting member entitled to attend as defined in rule 8 shall have one vote. Proposals for the A.G.M. must be lodged with the Hon. Secretary before the end of May.
  9. No alteration to these rules shall be made except at the A.G.M. or at an extraordinary meeting called for that purpose. An extra-ordinary meeting of the general Council can be called at the request of:
    (a) the Executive Committee
    (b) any two affiliated member Associations
    (c) any ten affiliated schools At least 14 days notice of such a meeting must be given by the Hon. Secretary to the membership. The meeting must be held within 25 working days of the receipt of the request.
  10. The Executive Committee of the association shall be responsible for the running of the Associations. Representation on this committee shall be as follows:
    (a) the officers of the Association
    (b) member Associations’ representatives according to the number of schools in their membership of the following scale:

    (c) the local Council Member of the E.S.F.A.
    (d) former Chairmen who wish to serve
    (e) team managers and assistants
    (f) referees' representative
    (g) those co-opted by the Executive Committee for a specific purpose.
  11. The Executive Committee shall normally meet in the first week of each month during the season and supervise all Association business.
  12. A member of the Executive Committee shall be appointed to serve on each of the N.F.A. Youth Disciplinary Committees.
  13. Every affiliated Association and school shall be responsible to the Executive Committee for the action of its players, officials and spectators.
  14. County team managers shall be appointed by the Executive Committee in May for the forthcoming season. Should a team manager require an assistant the choice should be ratified by the Executive Committee.
  15. The referees' representative shall be appointed by the Executive Committee in May for the forthcoming season.
  16. Appeals against Executive Committee rulings must be made in writing to the Hon. Secretary within 7 days of the ruling.
  17. Whilst recognising that the first loyalty of a pupil is to his/her school, it is expected that, subject to the permission of the Headteacher, every co-operation will be given by schools in releasing boys for Association activities.
  18. Should a player be suspended for an onfield offence, that suspension shall be served witht he team he was representing at the time of the offence. All disciplinary matters will be dealt with by ESFA in accordance with the current FA rules.
  19. The officers of the association shall be, to all intents and purposes, the legal owners of all cups, property and money of the Association and shall deal with the same according to the directions of the General Council.
  20. In the event of the Association being dissolved, the officers shall release the assets of the Association and after discharging all liabilities, shall give the surplus to charities determined by the A.G.M. or a special meeting called for that purpose.
  21. The Executive Committee shall have the power to deal with any matter not provided for in these rules.
